The cheapest UAE free zones on paper are rarely the cheapest in practice. A licence-only teaser can double once the establishment card, e-channel, medical and visa stamping land. We ranked only the zones where our evidence base holds a genuine all-in 1-visa figure, then weighted cost against how firm the evidence is and what renewal does in year two.
That discipline shrinks the field to five zones — and produces a different order than the headline prices suggest. A zone with a slightly higher Year-1 figure but an official schedule and a lower renewal beats a nominally cheaper zone whose numbers rest on consultant quotes.

How we rank the cheapest UAE free zones
Cheapest lists are where bad data does the most damage, because teaser prices (licence-only, zero visas) get compared against all-in packages. This table only ranks zones where we hold a point-estimate, multi-source or official all-in figure for one founder with one visa. Weights below sum to 100%. The full dimension definitions, evidence tiers and update cadence are documented on our free zone ranking methodology page.
| Dimension | Weight |
|---|---|
| Nominal all-in cost | 70% |
| Evidence quality | 20% |
| Renewal predictability | 10% |
Only zones with research-backed figures in our August 2026 pricing evidence base are ranked. Figures labelled indicative come from 3+ independent consultant sources rather than an official price schedule — treat them as planning ranges and confirm the current package with the zone.

The budget leaders, line by line
#1 — SPC Free Zone (score 94.8)
SPC wins on total cost credibility: the AED 13,165 all-in figure decomposes into published line items, and it is the only zone here whose renewal is evidenced below its Year-1 price. Major strength: Fully transparent official pay-as-you-go fee schedule with a complete evidenced 3-year total. Major limitation: Sharjah address; businesses needing a Dubai-branded address may prefer a Dubai zone.
Year 1: AED 13,165 all-in (1 visa); AED 6,875 licence-only (0 visa). Renewal: AED 11,720 (1 visa). 3-year outlook: AED 36,605 (evidenced). Source: SPC Free Zone official pay-as-you-go pricing. See the full SPC Free Zone profile for package detail.
#2 — Creative City Fujairah (score 91.0)
Creative City Fujairah posts the lowest evidenced all-in number on the table and pairs it with zero office obligation. Major strength: No physical office requirement at all — a true remote-founder setup. Major limitation: Renewal figure is indicative (range), not an exact published number.
Year 1: AED 12,500 (1 visa). Renewal: AED 10,000–12,500 (indicative). 3-year outlook: Est. AED 32,500–37,500 (renewal indicative). Source: Emirabiz Creative City Fujairah guide. See the full Creative City Fujairah profile for package detail.
#3 — RAKEZ (score 89.0)
RAKEZ’s AED 14,000 SME package is official-plus-confirmed, and its AED 6,000 0-visa Biz Starter is the cheapest official full package in the UAE. Major strength: Official AED 6,000 starting price plus a clearly structured SME package ladder. Major limitation: 1-visa renewal (AED 14,320) slightly exceeds the Year-1 package price.
Year 1: AED 14,000 SME package (1 visa); AED 6,000 Biz Starter (0 visa). Renewal: AED 14,320/yr (1-visa SME); AED 6,000 (0 visa). 3-year outlook: Est. AED 42,640 (1 visa); AED 18,000 (0 visa). Source: RAKEZ official Biz Starter package. See the full RAKEZ profile for package detail.
#4 — IFZA (score 81.7)
IFZA’s AED 14,900 is well-evidenced, but its AED 17,100 renewal — higher than Year 1 — costs it points here. Major strength: Dubai licence at a Northern-Emirates-level entry price with broad activity coverage. Major limitation: Renewal (AED 17,100) is ~15% higher than Year 1 — a documented step-up to plan for.
Year 1: AED 14,900 (1 visa); AED 12,900 (0 visa). Renewal: AED 17,100 (1 visa) — higher than Year 1. 3-year outlook: Est. AED 49,100 (multi-year prepay discounts of 10–25% can reduce this). Source: IFZA cost guide (independent). See the full IFZA profile for package detail.
#5 — DMCC (score 21.0)
DMCC is on this table for calibration, not for budget shoppers: AED 27,049 is the evidenced floor for the cheapest route into JLT. Major strength: Prestige Dubai address with a fully itemised, source-cited freelance permit breakdown. Major limitation: No true virtual office — the JLT flexi-desk (AED 16,000/yr) is a mandatory cost floor.
Year 1: AED 27,049 freelance permit (1 visa, line-item breakdown); AED 49,004 full company. Renewal: ~AED 22,000–26,000 (indicative). 3-year outlook: Est. AED 71,000–79,000 (renewal indicative). Source: DMCC licence cost research (independent). See the full DMCC profile for package detail.
Which zones were eligible?
Eligible: SPC Free Zone, RAKEZ, Creative City Fujairah, IFZA and DMCC — the five zones with evidence-tier all-in 1-visa figures. Ajman Free Zone advertises the lowest official starting price in the UAE (AED 5,555 for its e-commerce package) but that is a licence-component price, not an all-in package, so it appears in the FAQ rather than the ranked table. Zones with only quote-based or range-based pricing are excluded — a cheapest uae free zones list built on ranges would be guesswork.
Frequently asked questions
What is genuinely the cheapest UAE free zone with one visa?
Creative City Fujairah holds the lowest evidenced all-in figure at AED 12,500, but SPC Free Zone ranks first overall because its AED 13,165 is official-schedule-backed and its renewal (AED 11,720) is lower than Year 1.
What about the AED 5,555 Ajman package?
It is real and official — for the e-commerce licence component. Once establishment card, immigration card and a visa are added, independent sources put Ajman’s all-in Year 1 at AED 11,000–14,000, which is competitive but no longer headline-cheap.
Are 0-visa licences cheaper?
Substantially. Evidence-backed 0-visa entry points: Ajman from AED 5,555 (official starting package), RAKEZ AED 6,000 (official), SPC AED 6,875 (official), IFZA AED 12,900. If you hold UAE residency already, these are the cheapest uae free zones routes of all.
Cheap that stays cheap is the real test — year two is where the cheapest uae free zones lists usually fall apart, so check the renewal column before the price column. Run your own numbers in the cost calculator, stress-test year two with the renewal cost calculator, or put two shortlisted zones side by side in the comparison tool.
