Evidence-Aware Shortlist
The table shows why each route can be premium and what the published fee evidence covers. It does not claim that higher cost guarantees approval, banking or business success.
| Option | Best Fit | Current Planning Evidence | What the Figure Does Not Prove | Confidence | Next Step |
|---|---|---|---|---|---|
| ADGM | Finance, holding, investment and fintech framework | Official Category B initial and renewal fee components. | Office, immigration and regulated permissions. | Verified official schedule | Review ADGM entity fit |
| DIFC | Dubai financial and professional ecosystem | Official entity-category schedules and handbooks. | Regulatory class, office and complete operating cost. | Official source; configuration dependent | Request DIFC scope review |
| DMCC | Commodities, trading and JLT business ecosystem | AED 34,185 published core Year 1 components. | Qualifying office, visas, VAT/levies and add-ons. | Verified official components | Build DMCC all-in plan |
| DAFZA | Airport-linked trade, aviation and professional use | AED 37,200 official Scality DAFZ Year 1 fees. | External/visa fees and activity-specific requirements. | Verified official package | Compare DAFZA scope |
| JAFZA | Port, logistics, warehouse and industrial operations | Official registration and licence components. | Mandatory facility, customs, utilities and workforce. | Verified official partial components | Request JAFZA project quote |
How to read the table: Each amount belongs to a named package or fee component. It is not a universal all-in company cost. Quote-based renewal, office, visa, facility or approval items are left explicit rather than converted into an unsupported total.
When Premium Is Worth Paying For
Premium can be justified by a recognised legal framework, investor expectation, commodity ecosystem, strategic airport or port access, specialist infrastructure or a qualifying business address. It is poor value when the founder only needs a simple unregulated consultancy licence and will not use the ecosystem.
Document the benefit before selecting: investor requirement, counterparty expectation, regulated permission, customs route, facility need, staff location or client-access requirement.
Premium Hidden-Cost Exposure
Premium routes often add office or facility obligations, regulatory fees, data protection, audit, compliance professionals, lease registration, utilities, visas and insurance. A core fee schedule can be accurate while still excluding most operating cost. Ask for both authority fees and a realistic first-year operating budget.
Written Quote Checklist
| Check | Why It Matters | Evidence to Request |
|---|---|---|
| Exact activity wording | Similar activity names can use different licence groups or need external approval. | Authority activity code, licence type and written approval conditions. |
| Visa and immigration scope | Visa quota is not the same as an issued visa with every processing charge included. | Establishment card, e-channel, entry permit, status change, medical, Emirates ID and insurance. |
| Workspace or facility | Flexi-desk, office, warehouse and land products have different cost and compliance effects. | Lease, access, size, upgrade conditions, deposit, utilities and renewal. |
| Year 2 renewal | An advertised Year 1 promotion may not continue. | Line-item renewal for licence, lease, card, immigration, visas and insurance. |
| Banking readiness | A licence or visa never guarantees account approval. | Documents supplied plus the contracts, website, invoices and source-of-funds evidence you must provide. |
Common Selection Mistakes
- Assuming a premium address guarantees banking.
- Paying for an ecosystem the company will not use.
- Comparing financial-centre and general commercial entities as identical.
- Ignoring office, audit or regulatory obligations.
- Calling the most expensive route the best without a use case.

Frequently Asked Questions
Is a premium free zone better for banking?
It may help the overall profile when the activity and substance are credible, but no zone guarantees approval.
Is ADGM or DIFC suitable for an ordinary consultancy?
Sometimes, but their frameworks and costs should serve a real business purpose. Compare with general free-zone routes.
Why is JAFZA premium?
Its value is port, facility and logistics infrastructure rather than a low desk-package price.
