UAE Virtual Asset Regulatory Authorities
Virtual assets (cryptocurrencies, tokens, NFTs) in the UAE are regulated by: VARA (Virtual Assets Regulatory Authority): Dubai-specific regulatory authority established in 2022. VARA regulates all virtual asset service providers (VASPs) operating in Dubai (including non-free-zone areas of Dubai and Dubai free zones except DIFC). FSRA (ADGM Financial Services Regulatory Authority): Regulates virtual assets within ADGM (Abu Dhabi Global Market). ADGM was one of the first jurisdictions globally to regulate crypto assets (from 2018). DFSA (Dubai Financial Services Authority): Regulates crypto assets within DIFC. VARA Licences for Crypto Businesses
To operate as a VASP in Dubai under VARA, companies need one or more of the following VARA licences: VA Issuance Services (issuing tokens or conducting ICOs/STOs), VA Brokerage Services (acting as a broker for VA trading), VA Exchange Services (operating a crypto exchange), VA Transfer and Settlement Services (processing VA transfers), VA Management and Investment Services (managing VA portfolios), and VA Lending and Borrowing Services. Each licence has specific capital requirements, technology standards, and compliance obligations. VARA minimum requirements for most licences: AED 1,000,000+ paid-up capital, designated CISO (Chief Information Security Officer), AML compliance officer, and segregation of client funds.
