What Is an Establishment Card?
An Establishment Card (also called a Labour Card or Company Card) is issued by MOHRE and registers your company in the UAE labour system. Without it, you cannot legally hire employees or sponsor their UAE visas. It is linked to your trade licence and must be renewed annually.
Step 1: Submit the Application
Apply through the MOHRE Tawjeeh online portal (tawjeeh.ae) or at a MOHRE-approved service centre. Required documents: trade licence copy, tenancy contract or office lease agreement, company stamp, and authorised signatory’s passport and Emirates ID.
Step 2: Pay the Fee
The Establishment Card issuance fee is AED 200 for the card plus AED 100 administrative fee. Annual renewal: AED 200. Fee varies slightly by emirate and company size.
Step 3: Receive the Establishment Number
MOHRE issues an Establishment Number within 3–5 working days. This number is linked to your trade licence and is used for all future work permit applications, WPS registration, and MOHRE compliance filings.

Free Zone vs. Mainland MOHRE Cards
Free zone companies get their Establishment Card from their free zone authority, which submits to MOHRE on their behalf. Mainland companies apply directly to MOHRE. The process is the same in substance but the submission channel differs.
