Businesses operating in the UAE must comply with the country’s social media and digital content regulations β€” which are more extensive than in many Western markets. Here is what UAE businesses need to know.

UAE Social Media Content Rules

The UAE Cybercrime Law (Federal Decree-Law No. 34 of 2021) covers online content. Prohibited content includes: content that mocks or insults the UAE government, rulers, or national symbols, content that insults any religion or promotes religious extremism, content that targets individuals with harassment or defamation, content that promotes gambling, drugs, or illicit activities, and content that constitutes “false news” or “rumours” that could harm public order. Penalties: imprisonment of 1 year+ and/or fines of AED 100,000–1,000,000+, depending on the severity and intent of the violation. Important for businesses: product claims that are misleading, price comparisons that denigrate specific competitors, and user-generated content on your platforms can expose you to liability if they violate UAE content rules.

Influencer Marketing Regulations in UAE

The UAE National Media Council (NMC) requires all UAE-based social media influencers and content creators with commercial activity to: register as a digital influencer with NMC (annual fee: AED 15,000 for companies, AED 10,000 for individuals), disclose paid partnerships in all sponsored content (“AD,” “Sponsored,” or “Paid Partnership” labels required β€” similar to FTC rules), and obtain MOHAP approval before promoting pharmaceutical or health products. Businesses working with UAE influencers: verify the influencer holds an NMC licence before activating a campaign.

WhatsApp and Messaging Compliance

WhatsApp Business is legal and widely used for business in the UAE. Restrictions: WhatsApp calling (VoIP) has historically been blocked in the UAE (as of 2025, check current status with your UAE telecom provider). Etisalat (e&) and Du (Emirates Integrated Telecommunications Company) are the licensed telecom providers in the UAE β€” they control which VOIP and messaging services are permitted.
