ESMA: Emirates Authority for Standardisation and Metrology

ESMA is the UAE federal authority that sets product standards and manages product conformity. Key ESMA schemes: UAE Conformity Mark (ECAS): Required for electrical and electronic products, building materials, and some consumer goods. The “E” or “UAE” mark is the UAE equivalent of the CE mark. Products without the conformity mark cannot be sold in UAE markets. ESMA Product Registration: Food products, cosmetics, toys, and some other consumer goods must be registered with ESMA before import. Application: via the ESMA online portal (esma.gov.ae).

Product Categories Requiring UAE Conformity Mark

Electrical and electronic equipment (tested to UAE safety standards), building materials (cement, tiles, pipes, cables), personal protective equipment (helmets, safety glasses, safety boots), toys (must meet UAE/GCC toy safety standards), cosmetics and personal care products (must be registered with ESMA and comply with UAE halal standards), and food packaging (must comply with UAE food contact materials standards). Products failing to carry required marks: subject to customs seizure, destruction, or return at the importer’s cost.

Dubai Municipality Product Registration

In addition to ESMA: food products sold in Dubai require Dubai Municipality food registration (separate from ESMA). Pharmaceutical products: Ministry of Health registration. Medical devices: Health Authority registration. Cosmetics: both Dubai Municipality and ESMA.
