Why UAE Free Zones and Banks Ask for Business Plans

UAE free zone authorities occasionally request a business plan for: regulated activity licences (financial services, healthcare, education), applications from nationals of high-risk countries where enhanced due diligence is required, and industrial licences where the free zone wants to assess fit with their industry cluster. UAE banks request business plans from: all new business account applicants (typically 1–3 pages is sufficient), businesses with unusual transaction types, and businesses where the revenue model is not obvious from the trade licence activity description.

UAE Business Plan: Essential Sections

1. Executive Summary (1/2 page): What your business does, who your clients are, and your revenue model in 3–5 sentences. 2. Business Description: The products or services offered, your target market (UAE domestic, GCC, international), and what makes your offering distinctive. 3. Market Opportunity: The size of the UAE/GCC market for your service, any recent market growth data, and why you believe there is demand. 4. Revenue Model: How you will make money — project fees, monthly retainers, product sales margins, SaaS subscription. Include: typical deal size (AED value), typical payment terms, and expected payment frequency (monthly, quarterly, per project). 5. Financial Projections (Year 1–3): Expected annual revenue, major cost items, and projected net profit. Banks do not expect forensic accuracy — they want to see that the numbers are logical and the business is commercially viable. 6. Founding Team: CV summary of each founder (1–3 bullet points: previous experience, relevant qualifications, UAE network). 7. UAE Operations Plan: How the UAE entity will operate — who is in the UAE, what activities will be conducted from the UAE, and how UAE clients will be served.
