By 2025-2026, the FTA (Federal Tax Authority) is actively enforcing compliance, and late registration penalties are being issued. Key update: all free zone companies must now be registered for CT even if they qualify for 0%.
2. UAE Minimum Wage — Under Consultation
The UAE is actively consulting on introducing a minimum wage for private sector workers. No confirmed date or amount as of mid-2026. Monitor UAE Ministry of Human Resources announcements.
3. UAE Golden Visa Expansion
The UAE Golden Visa (10-year residency) has been progressively expanded. As of 2026, the investment threshold is AED 2 million in UAE assets. Self-sponsored Golden Visas for skilled professionals are also available in certain sectors.
4. Increased ESR Enforcement
The UAE Ministry of Finance has increased Economic Substance Regulation (ESR) enforcement. Companies performing Relevant Activities (financial services, IP holding, shipping, distribution) must ensure full substance compliance and timely filings or face penalties up to AED 400,000.
5. UAE Free Zone Ownership — Clarifications
The 2021 Companies Law amendment allowing 100% foreign ownership on the UAE mainland has been fully implemented. This has affected some free zone value propositions — free zones still offer better tax efficiency and cost advantages for most businesses.
6. AML/CFT Tightening — Stricter KYC
UAE anti-money laundering (AML) and Counter-Terrorism Financing (CFT) regulations have tightened significantly. Free zone companies must maintain up-to-date UBO registers, KYC documentation, and respond to FIU (Financial Intelligence Unit) requests promptly.
7. ILOE Insurance Now Fully Enforced
Involuntary Loss of Employment (ILOE) insurance has been mandatory since January 2023 and is now actively enforced. All employers must ensure all employees are registered and premiums are being paid. Check at iloe.gov.ae.
8. Visa Overstay Fines — Increased Enforcement
UAE authorities are actively enforcing visa overstay fines (AED 25-100/day depending on visa type). UAE free zone company owners must ensure their visa is renewed before expiry and that any employees with expired visas either renew or cancel their status promptly.
