Law firms, management consultants, strategy consultants, and accounting firms in the UAE are subject to specific professional licensing requirements that determine which free zones they can operate from.
Law Firms
Foreign law firms can only practice UAE law (including litigation) if they are registered with the UAE Ministry of Justice and licensed as a mainland law firm. However, international law firms providing non-litigious services (arbitration, contracts, corporate advisory) can operate from DIFC or ADGM — which have their own common law court systems (DIFC Courts, ADGM Courts) and allow full foreign law firm registration. Top law firm free zone choices: DIFC (for transactional and financial law) and ADGM (for regulatory and corporate law). Costs: AED 25,000–60,000/year for DIFC/ADGM law firm licences.
Management Consulting
Management consultants have the most flexibility of all professional services. They can operate from any UAE free zone with a “management consulting” or “professional services” licence. Popular choices: IFZA (cheapest, AED 12,500/year), DMCC (prestigious, AED 20,000+), and DIFC (for financial sector clients). There are no specific professional body registration requirements for management consultants in UAE free zones (unlike in some other jurisdictions).
Accounting and Audit Firms
Audit firms must be registered with the UAE Ministry of Economy to conduct statutory audits of UAE-mainland companies. For free zone clients only, accounting firms can operate from any free zone with an accounting/audit licence. Key free zones: DMCC has the largest concentration of accounting firms in Dubai, followed by DIFC. ICAI (Institute of Chartered Accountants of India) members are widely accepted in UAE free zones. For statutory audits, firms must also be accredited by the relevant emirate’s free zone authority.
