DIFC and the DFSA

DIFC is regulated by the DFSA (Dubai Financial Services Authority). The DFSA offers fund management licences across all main categories: Category 3 (managing a portfolio), Category 3A (managing a collective investment fund), Category 3B (managing a PSIA), and Category 3C (managing investments, dealing as principal). DIFC is the larger and more internationally recognised financial centre, with 4,500+ registered companies and USD 5+ trillion in assets managed or administered from DIFC. The DIFC Courts are one of the world’s most respected commercial courts, with judges drawn from senior UK and Commonwealth judicial appointments.

ADGM and the FSRA

ADGM is regulated by the FSRA (Financial Services Regulatory Authority). The FSRA’s fund manager categories align with DIFC’s DFSA categories but are named differently. ADGM is younger than DIFC (established 2015 vs DIFC 2004) but has grown rapidly. It is a preferred jurisdiction for Abu Dhabi-based sovereign wealth fund connections (ADIA, Mubadala, ADQ). ADGM is located on Al Maryah Island in Abu Dhabi — a 15-minute drive from Abu Dhabi’s government district.

ADGM setup cost: similar to DIFC at the licence level; FSRA fees tend to be slightly lower at the Category 3C equivalent level. ADGM Courts operate on the same English common-law basis as DIFC Courts.
