UAE Architecture/Engineering Professional Regulation
In the UAE, practising architects and engineers who issue structural drawings, architectural plans, or engineering reports for UAE construction projects must be registered with: Dubai: Dubai Municipality (DM) — engineering consultancy approval, and DEWA (for MEP engineers). Abu Dhabi: Abu Dhabi Municipality — Professional Engineering Practitioner Registration. Sharjah: Sharjah City Municipality. Other emirates: respective municipality. The municipality registration allows the individual engineer/architect to sign and certify plans for UAE construction projects. A free zone or mainland trade licence allows you to operate commercially — but it does not, by itself, allow you to certify UAE construction drawings (municipality registration is separate).
Best Options for UAE Architecture/Engineering Firms
Mainland DED (most common for consulting engineering firms): Engineering consultancy licence from DED. No local sponsor/partner required (professional licence). 100% foreign ownership. Easier to serve UAE government and municipality clients (tender requirements often specify mainland licence). Registration with the relevant municipality as an approved engineering consultant is done separately after the DED licence. IFZA/RAKEZ (free zone option): For engineers who work primarily on international projects from a UAE base, or who provide advisory/consulting services that do not require UAE municipality sign-off. AED 7,500–12,000. Not recommended if your primary work is UAE construction project certification.
