UAE Accounting Regulation

In the UAE, accounting services and financial consultancy are governed by: Ministry of Economy for licensed audit firms (must register on the approved auditor list), and DED or free zone authority for individual accounting consultants and bookkeepers. Key distinction: “auditing” (issuing audit opinions on company financial statements) is a regulated activity requiring Ministry of Economy approval. “Accounting,” “bookkeeping,” “financial consultancy,” and “CFO services” are less regulated and can be provided under a standard professional services licence.

Best Free Zones for Accounting Consultants

IFZA: Accounting and financial consulting activities permitted. AED 7,500+. Good for solo accountants and small accounting firms providing bookkeeping, management accounts, and tax advisory (not audit). DMCC: For larger accounting firms needing a prestigious address. AED 20,000+. DMCC has a large business community requiring ongoing accounting services — built-in client base nearby.
