UAE Open Finance Framework

The CBUAE Open Finance Framework (published July 2023) establishes: a licensed “Account Information Service Provider” (AISP) category — FinTechs that can access customer account information (with customer consent) from UAE banks via APIs, and a “Payment Initiation Service Provider” (PISP) category — FinTechs that can initiate payments on behalf of customers directly from their bank accounts (no card required). This is the UAE’s equivalent of PSD2 (Europe’s Open Banking directive) — it creates the legal and technical foundation for a UAE open banking ecosystem. Timeline: implementation began 2023 with phased mandatory bank API release; major UAE banks (ENBD, FAB, ADCB, Mashreq) are the first required to open APIs.

Licensing Open Banking FinTechs in the UAE

AISPs and PISPs in the UAE must be: licenced by CBUAE as a Payment Service Provider or by DFSA/FSRA if operating in DIFC/ADGM. Existing DIFC Innovation Testing Licence: allows early-stage FinTechs to test open banking products in a regulatory sandbox without full DFSA licensing. Abu Dhabi Global Market (ADGM) FinTech RegLab: similar sandbox for Abu Dhabi-based open banking startups. CBUAE FinTech Office: dedicated regulatory contact point for FinTech licence enquiries and sandbox participation.
