Understanding UAE’s healthcare system is essential for any expatriate living and working in UAE. UAE healthcare is primarily private for expatriates and is mandatory for all UAE residents. This guide covers UAE healthcare for expats in 2026.
UAE Healthcare System Structure
- Public healthcare: UAE nationals receive heavily subsidised or free public healthcare at UAE government hospitals (Rashid Hospital Dubai, Tawam Hospital Abu Dhabi, etc.); expatriates also access public hospitals but at much higher cost
- Private healthcare: the dominant system for expatriates; private hospitals and clinics; funded through mandatory UAE health insurance
- Mandatory health insurance: all UAE residents MUST have valid UAE health insurance; requirement implemented by Dubai (since 2014) and Abu Dhabi (since 2007)
UAE Mandatory Health Insurance

- Abu Dhabi (DoH): mandatory for all residents including self-employed; covers employees AND families; broader coverage than Dubai basic
- Other emirates: Sharjah, RAK, Ajman — health insurance required but less strictly enforced than Dubai/Abu Dhabi; DHA insurance accepted across UAE
Dubai Health Authority (DHA)
- DHA health card: Dubai residents can get DHA health card for access to public DHA facilities at subsidised rates
- DHA insurance approval: all Dubai health insurance plans must be DHA-approved
- DHA e-health: digital health platform; access health records, book appointments
